PSM / RMP & ARM Programs

Since ammonia refrigeration systems pose potentially catastrophic dangers, it is vital that facilities using these types of industrial or commercial refrigeration systems understand the facts. Ammonia is a toxic gas under certain conditions and must always be handled under strict guidelines that protect the personal safety of all employees. While not flammable on its own, when mixed with certain concentrations of air it can be explosive. Ammonia also contaminates food, which is a major issue for industrial refrigeration systems in food, beverage and pharmaceutical facilities. It's also deadly with concentrated and prolonged exposure.

All ammonia refrigeration systems containing 10,000 pounds or more of ammonia refrigerant are required to comply with OSHA's Process Safety Management (PSM) of Highly Hazardous Chemicals guidelines and the EPA's Risk Management Program (RMP) for Chemical Accidental Release Prevention. These standards assure safe and healthful workplaces, protecting workers and the public from accidental release of highly hazardous chemicals. Proper coordination and integration of the requirements of both OSHA and EPA can be complex and confusing. For facilities not subject to the PSM or RMP requirements, RECCO will assist with the implementation of a voluntary Ammonia Risk Management Program (ARM) in accordance with the International Institute of Ammonia Refrigeration (IIAR) guidelines.

PSM and RMP:
Ammonia Refrigeration systems containing 10,000 pounds or more of ammonia must comply with OSHA's Process Safety Management (PSM) of Highly Hazardous Chemicals guidelines and the EPA's Risk Management Program (RMP) for Chemical Accidental Release Prevention. These standards are designed to assure safe workplaces, protecting work environments as well as the public from accidental release of hazardous chemicals.

ARM:
Some facilities fall below the PSM or RMP threshold requirements. MA527 CMR Section 33:
Facilities in Massachusetts must comply with the requirements of MA 527CMR S.33 which applies to facilities with processes in a vessel greater than 300 gallons, or the equivalent of approximately 1500 pounds of ammonia refrigerant. If your facility falls below the OSHA and EPA threshold limit of 10,000 of ammonia refrigerant but contains a vessel with a capacity of 300 gallons or more, you must have a safety plan compliant with MA527 CMR S.33. RECCO will assist you with developing a MA527 CMR S.33 compliant plan.
